I am trying to emerge kipi plugins so that I can use them in Gwenview but it fails. I don't know if it is related but if I try to emerge DigiKam I also get an emake error. Not sure how to solve this.

You could try bumping up or down the version and check if you still get the same error.
The complete build log could also be useful. |

The problem starts with
Code: | index.docbook:25: warning: failed to load external entity "dtd/kdex.dtd" |
and then the errors pop out.
I don't use KDE, so I can't say which package should provide that file. |

You should try updating/rebuilding kde-base/kdelibs. |
