I'm trying to run the following command to update my system

emerge --update --deep --with-bdeps=y world

When i do so i get this

Since it's econf that failed, there is also config.log in the /var/tmp/portage work directory of sys-fs/udev

So you need to attach both, build.log and config.log for any of this to make sense & to get help

Looks like you need to `emerge -1 XML-Parser` for that specific problem, but you have wider issue of forgetting to run `perl-cleaner --all` after upgrading perl
