I doubt it kernel config mistake. Here my configuration related serial and usb ports. If i did modprobe -av option modules were loaded, after mdev -s info /dev/ nothing news happened. There should be /dev/ttyUSB0. On the nokia happened promt about usb connections and it gives chose type of connection to PC. With PC-suit I've no problem to connect, but on linux in doubt.
Code:
CONFIG_MOUSE_SERIAL=y
CONFIG_SERIAL_8250=y
CONFIG_SERIAL_8250_CONSOLE=y
CONFIG_SERIAL_8250_PNP=y
CONFIG_SERIAL_8250_NR_UARTS=4

CONFIG_USB_SERIAL=m
CONFIG_USB_SERIAL_CONSOLE=y
CONFIG_USB_SERIAL_GENERIC=y
CONFIG_USB_SERIAL_IPAQ=m
CONFIG_USB_SERIAL_KEYSPAN_PDA=m
CONFIG_USB_SERIAL_KEYSPAN=m

here what kernel said about modules loading and device appearance.
Code:
bus: 'usb-serial': add driver option1
USB Serial support registered for GSM modem (1-port)
bus: 'usb': add driver option
usbcore: registered new interface driver option
option: v0.7.2:USB Driver for GSM modems

mdev -s not helpful
lsusb not view new devices after attaching nokia phone.

Please check your kernel configuration, i think USB Modem (CDC ACM or something like this) should do the job. If not, post again. Never say die ;).

It should show up as ttyACM
