Something in the init sequence is starting NetworkManager (which I don't want
started at the moment), and I can't find out which script is doing it. This is on
a current install.

Does anyone know what script or binary actually calls NetworkManager?

Assuming that you are using baselayout + openrc (the default on Gentoo) you can disable it by running
Code:
rc-update del NetworkManager default
It might not be the "default" runlevel in your system. You will have to check by running rc-status while NetworkManager is running.

If NetworkManager is not in your runlevels then you should check if anything in your /etc/local.d is starting it, or if some init script has a "need net" in them and you are starting that init script. Check using
Code:
cd /etc/init.d; grep 'need.*net' *
