Emerge of smsclient fails on setting keep directory

I am having an issue with installing smsclient which is being pulled in by jffnms. The issue comes from attempting to place the .keep file in /var/tmp/portage/app-mobilephone/smsclient-2.0.9a-r1/image//var/lock/sms.

emerge --info
emerge -pqv
build.log
ebuild environment

Sorry for the dropbox links, I didn't know of a better way to post them.

I know I am missing something but for the life of me I cannot find it. If there is anything else you would need from me let me know.
