I found quite a few threads with solutions to this error, but none that seemed applicable to me:

here is the config.log when trying to emerge libtool
This file contains any messages produced by compilers while
running configure, to aid debugging if configure makes a mistake.

It was created by GNU Libtool configure 2.4, which was
generated by GNU Autoconf 2.68. Invocation command line was

$ ./configure --prefix=/usr --build=i686-pc-linux-gnu --host=i686-pc-linux-gn$

Solutions tired

emerge gcc
I have done this twice and also done gcc-config which
took a few errors away from the gcc re-install.
If it helps I was trying to get intels thread building blocks to show up when I compile ogre 3d and hence copied the thread builds blocks bin to /bin and lib to /lib
not sure if that caused the error, but it did come quickly upon...

http://threadingbuildingblocks.org/

bonus: I have gmake'd thread building blocks, but ogre 3d doesn't see them when it compiles if anyone knows the answer to that one to...

the libtool is truncated, i was copying from nano and missing one screen. the ois log is not truncated if that was there when you looked.
thanks for the help and will try pastebin for further additions.

BTW a newer version of gcc-config is available, but gives the same error...

Giving it a look and will check. Still believe the problem is intel thread building is somehow interfering. I did all the things in the wiki like revdev-rebuild etc.

that worked. problem solved. so drunk right now...
