Circular dependency EAPI 3 - portage and xmlto [SOLVED]

Hello,

I want to upgrade the old portage 2.2_rc33 (which supports EAPI 2) to the newest one,
but I there is an dependency, that package xmlto has to be installed.

OK, fine. But when I try to emerge it I get the error that the package xmlto-0.0.24-r1 is masked by EAPI 3, and xmlto-0.0.25 is masked by EAPI 4.

Do you have any ideas how to avoid it?
