I Googled(/usr/bin: file not recognized: Is a directory) and got lots of hits in the Gentoo forums. One of them probably contains the solution for you.

The amazing google comes through yet again. For me the issue was to unset a special variable that is specific to the sysrescuecd version of gentoo.
Code:
unset path

Note: That is not the normal PATH variable it was a lowercase path variable.

slydini ... zsh, the default shell on sysrescuecd, has a space delimited array 'path', somehow this env is carried into the chroot and as the gettext build looks for a variable $path reads in the above, however the gettext build expects this to be colon delimited (akin to $PATH) and so balks on the space delimited path provided. So, 'unset path' clears this variable from the shell, and gettext subsequently builds.

best ... khay
