make openrc really quiet

We have strict requirement to not see anything in the syslog. Is it possible to make openrc not spit anything in the syslog?

I see two environment variables (really?) in the code which can disable this but I don't know where and when to set those.

EINFO_QUIET - this is checked for yes/no.
EINFO_LOG - This is explicitly set in the code using setenv. wth? How do I override it? Moreover, its mere presence will enable the syslog.

I have tried putting these variables in the init script but it still throws some syslog like "already stopping".

Any clues?
