So, I occasionally misconfigure my network settings and end up taking someone else's IP address. What's the simplest way of monitoring for such conflicts and generating desktop notifications when they occurr? I think it would also be good to shut down a network interface when a conflict is detected. Thanks!

I think what you need is arping. The ethernet interface just needs to be up, no IP address set.
