wicd on headless system

Hello. I have a headless server on which I am trying to install wicd with the curses flag.

One of the dependencies, babel fails to install. I had the same problem with my desktop when I tried to install wicd before installing X, however it worked fine after X was installed.
I know wicd can be installed without X, is there something I'm missing?

Best guess without seeing an error message and emerge info?

When was the last time you synced? This was a known issue that was corrected about a week ago.
