On multiple boxes, I'm unable to complile icu. This is the error...

I have no problems building other packages.. just icu

A guess:

Right now you have gcc-4.7.3 enabled, could you try enabling gcc-4.9.3 ?

# gcc-config 7 # for that particular box, and then do what gcc-config says to resource path or logout/login.

You can probably delete your old gcc's if you want...

For me it's failing at patching stage:

What if GCC 4.9 is not an option? I'm compiling the 32-bit version mostly for Steam, which refuses to work with anything that hasn't been compiled with GCC 4.6 or GCC 4.8 (mostly because it enforces use of its bundled libstdc++ while still using other system libraries from the environment, ugh).

First, bug Steam for forcing use of an outdated libstdc++. They should have upgraded long ago. Second, post the actual error output so we can determine whether there is a way to solve your problem while continuing to use an outdated gcc.

It's the same error as in the OP (it says g++ -m32 instead of just g++ because it's compiling ABI_X86_32)

OP never posted the right error message. He posted an unrelated failure that often happens when autoconf explores the system. He never showed why autoconf thought there was no C++ compiler available.

I was running the whole system built with gcc 4.9* and Steam nicely, even Deus Ex Mankind Divided and others,

just upgraded most parts to gcc 6.2 and it's still running ...

so you're most likely facing a different kind of issue
