I was trying to emerge eagle, a cad-like piece of software used for circuit design. To emerge it I need to change keywords to accept the cadsoft license (I don't even really care about the terms, I'm using the tool for my own purposes (I'm a licensed electrician with experience in electronics)). I've read through the Gentoo Handbook as far as I can and cannot see an "ACCEPT_LICENSE" keyword (I just pulled that out of my butt, please tell me that's not the actual setting) or anything like it. Am I missing something?

You are missing man make.conf. :P

              This variable is used to mask packages based on licensing restrictions. It may contain both license and group names, where group names are prefixed with the '@' symbol. License groups are defined  in
              the  license_groups  file  (see  portage(5)).  In  addition  to  license  and  group  names, the * and -* wildcard tokens are also supported. Refer to GLEP 23 for further information: http://www.gen-

              Defaults to the value of * -@EULA.
              Examples:
              # Accept any license
              ACCEPT_LICENSE="*"
              # Accept any license except the "public-domain" license

              # Only accept licenses in the FSF-APPROVED license group
              ACCEPT_LICENSE="-* @FSF-APPROVED"


should get you started.

In addition to the "license groups", you can see the individual licenses available in /usr/portage/licenses
