Seeing as Gentoo has moved to baselayout2 and openrc, shouldn't the install guides be changed to reflect this?

Dark Foo,

Soon. The stage3 files that are the basis of all installs are still being distributed with baselayout1.
This means you need to follow the install guide and the baselayout2 update guide for new installs.

There is/was a problem with the autobuilds when they were switched to baselaout2. When thats fixed and new stage3 tarballs are available, the handbook should be switched to reflect baselayout2.

The stage3 tarballs with baselayout2 in were broken, so they have been removed.
A fix is being trialled.

Dark Foo,

They were taken down as soon as the bug was discovered. They are easy to spot.

After untarring the stage3, look in its own /dev. It only has /dev/null, which is not enough for udev to start when you try to boot your new install.
Its all down hill from there.

I know, i will be re-installing my laptop tomorrow, best to have a clean system to start with :)

is the stage3 i used, if they have been pulled why is that still listed as the current stage3 on all the mirrors if it has the bad baselayout2 in there?
