In my book "Red Hat Certified Technician & Engineer" it states "TCP Wrappers is a host-based service that allows you to control access into a system from remote hosts sending service requests via xinetd daemon".

I thought TCP wrappers could be used with xinetd, but could also be independent of xinetd. Which one would it be? Is the book implying wrong?

For one, tcp wrappers isn't really a "service", at least not in the sense of a deamon running on the system, so what you quoted is poorly phrased in the book at the least.

AFAIK in the past inetd daemons were the only deamons using tcp-wrappers directly, so in order to have a service protected by tcp-wrappers the service would have to be managed by xinetd, so that part of what you quoted used to be perfectly accurate.

Now, however, anything which links to libwrap.so (in gentoo basically anything with the tcpd USE flag) use tcp-wrappers directly, no xinetd required, although it can still help with services which don't use tcp wrapper themselves.
