I have a few questions about making Udev Rules for a USB Harddrive Partition:

1) For label a partition, would it be better to make a udev rule and apply a alter name to it rather than use e2label?
2) If I make a rule for a USB hard drive partition to always be sdb...what happens if a few months later the hard drive table changes and sdb is being used by a internal hard drive and I plug in the USB hard drive since sdb is already taken?

1-I'm not sure what you're asking here. filesystem labels are independent of udev rules... but a udev rule could be dependent on a label....?
2-You shouldn't use sdX as an alias to a removable disk, disks don't even have to be named /dev/sdX... I name my USB media reader /dev/flashsd (sd not for scsi transport disk, rather secure digital!)
