Im looking for something that blocks people downloading particular file types (ie EXEs etc) but blocking based on content type or extension doesn't work as well as it used to. Im wondering if there is anything out there that looks at the data being fetched and determines its type ie like file does?

in my experience dansguradian and squid work quite well for this (but using them of course depends on how big your setup is). but they do not inspect the file(s) per se, but things like mimetype, extension etc. for "normal" users this works very well, but strictly speaking i think it is not technically impossible for the technically savvy to "smuggle" some files like that into the network (eg tar up the .exe-file, put it on your webserver or webmail-accout or whatever, download it inside). for this line of defense you need sth different from a web-proxy.
also, inspecting single and whole files (like eg with a virus-scanner) on the proxy will make web-access very slow.
