It is from Nineteen Eighty-Four.

It's O'Brien (the Inner Party member who pretends to be part of the Brotherhood, tricking Winston Smith into giving away his thought crime and forbidden relationship with Julia).

This scene takes place in the Ministry of Love, after Smith has been tortured by O'Brien. Smith is kept on the verge of collapse and death throughout this, but is kept alive and the process resumed, over and over and over again, for days on end. Smith is thoroughly, thoroughly broken. He now not merely submits and complies, but actually believes even the most obviously untrue lies of The Party. He weeps with joy to do O'Brien's bidding.

The quote is part of O'Brien telling Smith that he has only begun, that they are about to move on to the next level, in Room 101, and Smith will be broken at an even deeper level.

Not sure if this exact dialogue is the same in both versions of the movie. I took it from the 1954 version.

Great movie. I haven't seen it in a while. I much prefer the original soundtrack with English subtitles.
