how to use profiles/localmirrors

Hello.

I have just been poking around in /usr/portage and discovered /usr/portage/profiles/localmirrors, which seems to specify sites for packages not in the distfiles/ directories of the gentoo mirrors (i.e. kernel.org,kde.org etc.)

Q: How do I use this?

For example, there are kernel.org mirrors listed there which would be closer to me than the original (.de., .at. for exanple), but kernel ebuilds always pull from ftp.kernel.org regardless of order in this file.
