Hi garo.
Hidden away in this thread are ways to find out which USE flags were used to compile a specific ebuild:

etcat -u packagename
cat /var/db/pkg/package_category/package_name/USE
|
There's a lot of interesting info in /var/db/pkg. It contains the CFLAGS used at compile-time, CHOST info, package dependencies etc.
