This is refering to the home users directory. .bashrc is not an executable file so how is it that it can be sourced in .bash_profile? |

Executing a file and sourcing a file are different operations. For scripts (in any language) execute permissions are mostly irrelevant, you can always execute them by invoking the interpreter explicitly as long as you have read permissions. Execute permissions just determine if you can call the script directly (without having to specify the interpreter yourself). |
