Was just standing here looking at it now, and realized it stays very high. This is on gentoo sources 2.6.25.

That doesn't look very high at all. 2 should be where you are sitting on a machine with two cores. One time, we had a server that was having issues, and it would reach a load average of 600 on some days.

2 = 200%, so full load on 2 cores, I have 4 cores, but 95% idle, I should not have a system load of 2 with 95% idle.

Load average is the number of processes average through the period that are in the Running or Disk wait. state, sometimes Zombie. Look through the whole 'top' report to see if there's any processes doing something unexpected. Processes in the Disk wait state do not consume CPU minus any polling time needed to check if the disk is ready (or if it's blocked on a demand fetch).
