This is such a common bot program, I find it hard to believe it's not in portage, but I don't see it. Maybe it's not named intuitively? |

Well, the only real place I could imagine an IRC bot would live would be the net-irc category and there doesn't seem to be anything there (other than clients). It would seem that no one has yet written an ebuild for it. You could do so yourself and submit it (see http://www.gentoo.org/doc/en/gentoo-howto.xml) via https://bugs.gentoo.org
That's usually the quickest way to get something into the portage tree.
The short answer is "no, it doesn't appear to be in portage yet."
