I want to know if the objdump from binutils is the same as arm-elf-objdump.

When I perform a arm-elf-objdump -D --target binary -marm file, it just returns "objdump: Can't use supplied machine arm" so I am not sure if I either use the wrong objdump or if the target binfile isn't arm assembled at all.

Assuming this is an elf, you can determine what machine it was built for by reading the elf header:

Code:

readelf -h /usr/bin/less | grep Machine
  Machine:                           Intel 80386
