I'm running an emerge --deep world, with a recently updated system (system, world, kernel-2.6.21-r4) and it seems new packages to be installed are blocking themselves. In the snips below, "kview" and "kdegraphics" for example, are listed as "N", and indeed they do not exist on the system. In the blocked packages listed further down, it says kview is blocking kdegraphics, but niether seems to exist on the system. There are 100+ such blocks, primarily KDE related,

Some, like "gnupg" in the snip above, can be unmerged to remove the block, but most can't.

How would I get rid of the other blocks?

The block of app-crypt/gnupg-1.9.20-r3 by app-crypt/gnupg is, as you mentioned, resolved by emerge -C app-crypt/gnupg and installing the update.

The reason for the blocks with the KDE packages is that you are attempting to install the monolithic and split packages for the same software. This issue has already been discussed in the topic "Blockers in KDE 3.4.1", where it was summarized by Headrush; and it is also covered in The KDE Configuration HOWTO.
