On a *brand new* install today I just finished installing kde, and following the instructions on http://www.gentoo.org/doc/en/kde-config.xml I am trying to go on to install kdm, but I get this:

Code:
# emerge -a kdm

These are the packages that would be merged, in order:

Am I honestly supposed to unemerge kdebase which just finished installing?

how can I resolve this?

This is solely a result of attempting to mix monolithic and meta packages, kde-base/kdebase provides kdm (amongst other things).

No.

Start using kdm, stop mixing monolithic and meta packages.

This issue has already been discussed in the topic "Blockers in KDE 3.4.1", where it was summarized by Headrush; and it is also covered in The KDE Configuration HOWTO.
