i would read

as missing /bin/install
this belongs to the coreutils package.
please check your filesystem for /bin/install and maybe the symlink /usr/bin/install
maybe you have to reemerge sys-apps/coreutils and maybe you should wonder why the file was gone ...

Known problem. Search bugs.gentoo.org if you feel like it :)
coreutils moved some files.
You need to remerge ruby.

symlinked /usr/bin/install -> /bin/install did the trick:)

Moved from Portage & Programming to Duplicate Threads, as this is the same problem as that discussed in "dev-ruby/sqlite3-ruby-1.1.0 failed".
