[forums-announce] New report feature

Thanks to Maedhros a new feature has just been enabled on the forums: the ability to report posts, topics and users to the moderation team through links in topics and user profiles.

This will add a post to the "Report violations, duplicates, misplaced posts, etc." topic in Gentoo Forums Feedback with the report, and the link will change to show that the topic, post or user has been reported.

Reporting users should only be done if the user is a spammer, if that user posted something worth reporting the post/topic should be reported instead. Although it's possible to leave the "Reason:" field blank, please add something so that we can tell what the report is for without clicking on the links.

All reports will be treated seriously and anyone abusing this feature will be dealt with accordingly.
