After following the 1.2a install instructions on this site, I linked
the timezone to Central as specified. However, my time, either
with the "date" command or by file stamp times, is still listed
as UTC. Tried a couple of tricks with 'hwclock', like setting it
to localtime and such, but nothing works. So far I just keep
the time as UTC time (6 hours ahead of me), but I'd really
rather have it display the current, local, time.

Any tips much appreciated.

Check your CLOCK setting in /etc/rc.conf.
