su : permission denied

Hello,

When I am logged in as a normal user and I try do do "su" or anything else that changes the user to root it doesn't work.
"su" gives "Permission denied"
run as root gives "Incorrect password"
But I can login directly as root, so it is not that the password is wrong.

What could I have done wrong?
