Newuse Gives 'X%*' as a new USE Parameter

Emerge wants to re-emerge all 'X' components because of 'X%*' despite the fact that they were previously emerged with the 'X' USE flag activated.
Is this a portage bug?

I've got the same here, might be something to do with xorg-server-1.1.99.901.
