I am sure this is a stupid question... but the seeming obviousness of the solution and the utter refusal of said solution to work has used up my patience.

I should put

Code:
LC_ALL="en_US.UTF-8"

into /etc/env.d/02locale

Right?

Well, that's exactly what is in there... and it does not do a damn thing.

Code:
/etc/env.d $ locale
LANG=
LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
LC_TIME="POSIX"
LC_COLLATE="POSIX"
LC_MONETARY="POSIX"
LC_MESSAGES="POSIX"
LC_PAPER="POSIX"
LC_NAME="POSIX"
LC_ADDRESS="POSIX"
LC_TELEPHONE="POSIX"
LC_MEASUREMENT="POSIX"
LC_IDENTIFICATION="POSIX"
LC_ALL=

Any ideas what might be wrong?

Did you:
Code:
env-update && source /etc/profile

afterward?

Also, I think my locale is set as "en_US.utf8" (note case, and no hyphen). I'm not at my Gentoo box so I can't be sure, but perhaps the locale isn't recognized...? Check your locales directory for an exact match.
