These are the packages that I would merge, in reverse order:

[blocks B     ] sys-apps/pam-login (is blocking sys-apps/shadow-4.0.15-r2)
[ebuild     U ] sys-apps/shadow-4.0.15-r2 [4.0.14-r1] +nls -nousuid +pam (-selinux) -skey 1,264 kB
[ebuild   R   ] sys-apps/pam-login-4.0.14  -livecd +nls (-selinux) -skey 0 kB


Since pam-login and shadow are important to the system I'm not sure about unmerging pam-login to install shadow.

What should I do?

search the forums, there are plenty of topics dealing with this issue.
talking about myself, last time it happened (2 days ago), i only unmerged pam-login, updated shadow, and ran revdep-rebuild to check that everything was ok (and it was).
your mileage may vary though, and i advise you to search the forums beforehand.
