pine.conf.fixed ignored

i just emerged the new pine, 4.53, and now it's ignoring my system-wide settings that had been working for the last 9 months. there's really only one setting, inbox-path=~Mailbox
ive got that in /usr/local/lib/pine.conf.fixed
the new pine just isn't reading that file. i can specify it with pine -P /usr/local/lib/pine.conf.fixed, but i don't want to have to tell all my users to do that.
all the pine documentation i've read says that it should still work. it's not like they've removed system-wide configuration in this version.
the permissions on the file are 0644, all the directories are 0755.

any thoughts on why this isn't working anymore?

fixed my own problem. cp /usr/local/lib/pine.conf.fixed /etc/pine.conf.fixed
just lucked out on that. couldn't find any documentation anywhere that said i should do this.
