In windows: the cpu freq can be downscaled to 135Mhz, while in gentoo it can only hit 600Mhz.
Is there anyone can explain why?

In FreeBSD my Dothan 1.7GHz downscales to 75MHz, at least that's what powerd -v tells me.

In short: You can achieve the same, but anything below 600 MHz doesn't make much sense (same applies to windows btw).
