Check out the Portage user guide:

http://www.gentoo.org/doc/portage-user.html

It should at least get you started on what USE variables are and how to use them correctly.

rightyo..read the manual... explained most of it too me

so..just to recap..

for example, if i add "-gnome" to USE, that means that if a package includes an optional dependency on gnome, then it wont be installed??

The package itself will still be installed, only without the optional support for gnome. A good example is vim.

also, if you look at /usr/portage/profiles/use.desc it will give basic descriptions of what all the use variables affect
