I've just noticed something weird: when moving windows across the desktop using Alt-LeftMouseButton, performance is MUCH smoother than when dragging the titlebar.
It depends neither on style, nor on window decorations... |

I have KDE 3.1, along with XFree 2.99. I don't know if this could have an effect, but I'm running the latest development kernel, too. This is a fresh Gentoo Stage I install. I wonder if I should do emerge -u world, now that XFree 4.3.0 and KDE 3.1.1 are out... |

I don't see the effect you describe either.
Do :
emerge rsync
emerge -uvp --deep world
To see all packages that can be updated to newer versions.
