mod_php does not find libjpeg

Hello,

I tried to install apache with mod_php and mod_ssl as described in the Gentoo Desktop configuration but mod_php always fails when it's checking for jpeg_read_header with following error:

checking for jpeg_read_header in -ljpeg... no
configure: error: libjpeg not found!

!!! ERROR: dev-php/mod_php-4.3.1 failed.

I already tried fixing this by doing a "emerge jpeg", but the problem still exists. Does anybody know how to get this resolved?
