Is there a way to set USE variables to ignore versions

Is there a way to set the USE variable to ignore a certain version of packages. For example, do not upgrade to xfree 4.299 in emerge -u world, or downgrade packages when installing certain packages?

It's not the USE variable that controls this, it's your world file. See the Portage Manual.
