Whenever I upgrade the kernel I have to reinstall the ati-drivers so that it works with that kernel version. (Had to do the same thing with nvidia drivers)

Use module rebuild, it's in portage and to my knowledge catches this and other similar errors.

Module-rebuold is a useful tool, but for the moment, just re-emerge ati-drivers first and see of that fixes the problem. If you recompile a kernel, you delete external drivers that have been compiled in, such as alsa-driver or ati-drivers. If this is a new kernel, you have to install the drivers to the correct kernel in /usr/src. Make sure your /usr/src/linux symlink points to the right place...

Code:
andrew@gentoo-Dell370 ~ $ ls -l /usr/src/linux
lrwxrwxrwx  1 root root 31 Jan 14 13:51 /usr/src/linux -> /usr/src/linux-2.6.14-gentoo-r5
andrew@gentoo-Dell370 ~ $

Now, once the drivers are installed, if you get an error, there is a problem in the kernel. I remember a similar issue with 2.6.14 and the fglrx module not loading. If this is the case, I would just go back to and older kernel until it is fixed.
