multiple icons in gnome panels

Whenever I quit gnome, restart the machine or not, and come back into gnome, many of my icons suddenly have multiplied. eg: i have terminal,mozilla and xnest on my bottom panel. and a number of items including those on a small top panel. Every time I restart gnome, I will see as many as 8 mozilla icons, 3 or 4 xnest icons. It appears to be random. I never know what ones will multiply next. Every one of the copies execute fine, so it's not just an icon duplication, but the entire launcher.

Any ideas? It happens no matter what user I log in as.

my gnome base is 2.0.2-r2
