when i try to install php (dev-php/php) emerge also tries to merge sys-devel/autoconf.
this always fails.
the last lines of the output are:

Try updating your portage tree :
This bug has been fixed on 17 Jan 2003.
From /usr/portage/sys-devel/autoconf/autoconf-2.54.ebuild :
