There's actually a bug report about this assigned to the responsible KDE lad, but all three reporters are using Gentoo, and I can't help it, but that smells fishy. I had the same error in KDE 3.0.5 already, but at least I could look at it for as long as I wanted. Since I upgraded to 3.1, it now crashes conveniently after about a second of running the application, just enough time to see that the timezone problem hasn't disappeared. The crash is reported thusly:
