Fixed it. had the wrong ntpd server and it now works correctly with the settings below.
Hi, my KDE (3.5.0) clock is always off. date and hwclock are correct tho. What's wrong? _________________ All Your Base Are Belong To Us!!! chown -r us ./base

Ok, this is annoying. I have gentoo set the system time from the hard ware clock, yet when I load KDE 3.5.0 (set to time zone Central, Guatemala [same as saskatechewan]) the system clock is set 3 hours early! When I go to change the clock in kde to the proper time, it shows it's the proper time. For instance, right now it's 9:09 AM -6 GMT (Set to Atomic clock). However the clock in the tray says 3:09 AM and the hardware clock says 9:09 AM and date says 9:09 AM!
EDIT> Here's some more info:
when I set kde clock to London, England my time is correct.
/etc/conf.d/clock says:
