Emerge system fails because of ftp-0.17-r2

Hi I get this error when I try to emerge ftp:

i'm using the r2and I started from stage1
also where does Gentoo download the tars to?

My System has a VIA Samuel 2, 384 MB SDRAM and a 30 gig hard drive.
I'm going to skip that file for now to finish the emerge system and hope that none of the other packages need it
