okay, i know that kde is supposed to use it, and that checks for changes to files or something like that... but i cant figure out what it actually does? is there an actual good reason to start it up at boot time?

It's basically a centralized way to monitor important files for changes, rather than having individual applications each poll the file system on their own. So, for things like your mail program, etc.
