I think Gentoo 1.3 is basically obsoleted by 1.4rc1. If you're going to deal with GCC3, I'd recommend using 3.2 (or 3.2.1), instead of 3.1. Do you have a specific reason for wanting 3.1?

Gentoo 1.3 is currently installed on my sytem. The hard drive /dev/hda died so I need to install grub on /dev/hdb and change the jumpers on the disk to make the current hdb into the master. I need to know how to set up grub for 1.3 (especially grub.conf).

There's lots of GRUB information hanging off of https://forums.gentoo.org/faq.php#10. If you're using >=0.92 GRUB, grub.conf is the file, otherwise it's menu.lst. You can hard link them together if you want to be able to use the same file with either version. The 1.2 install instructions appear to have vanished in the recent XMLification of the main web site, and I don't remember there ever being a 1.3 version.

It seems that Gentoo 1.3 has been removed before 1.4 is finalized. It is no longer on the mirrors. Does 1.3 have major problems? What can I safely emerge from my 1.3 system without needing to upgrade to 1.4?

I would avoid major upgrades of gcc, binutils, or glibc, unless you are willing to upgrade to 1.4. Other than that, there shouldn't be any difference.
