I can have been running kde as root because I've been installing. I setup a new user
but when I try to startx as that user I get

xauth: timeout unable to lock /home/noff/.Xauthority

I copied the .Xauthority from root and changed user and group but it still doesn't work?

I have to run kde as root now which is BAD.

Try to delete the file.
If X still doesn't wanna start,try to do:
touch /home/noff/.Xauthority

If that doesn't work, check the permissions on
/usr/X11R6/XFree86, it should be:
-rws--x--x

If not then do, as root:
chmod u+s /usr/X11R6/XFree86

Then try to start X again as a normal user.

What are the permissions and filesystem type on your home directory?

I did all those steps and it didn't work. This is really frustrating. I really don't want to be running as root.

Permissions of folder was root, I just set everything to user.
The filesystem is reiserfs.

Make sure that your user owns everything in her home directory:

# chown -R noff /home/noff
