All my runlevel panels are blank in ksysv.
What is the proper configuration?

ksysv doesn't work in gentoo, because in gentoo runlevels are orginized different.

in redhat,
/etc/rc.1
/etc/rc.2
/etc/rc.3 etc...

in gentoo...
/etc/runlevels/boot
/etc/runlevels/default
/etc/runlevels/nonetwork
/etc/runlevels/single

mabey you could add some sylinks in /etc to make it work.

the easiest way to change services is with rc-update
see rc-update -h
