I am trying to install Gentoo on a Sun Ultra 10. I can boot from the universal CD after I type in "gentoo-2.4" the screen looks like it is going to boot but then I get "kernel panic vfs: unable to mount root fs on 01:00". Forgive me for any ignorance in this matter, what can I do to install Gentoo and get past this point?

I assume you're using the 2004.1 LiveCD ... if so, it is a known bug. I experienced the problem myself when trying to install on my Ultra 60. However, the 2004.0 LiveCD works just fine; you can boot up with it, but when downloading your stage tarball, use the 2004.1 because it will save you time later on when updating your system.
